Yogyakarta, July 13th, 2020 - The presence of technology has certainly impacted various aspects of human life, not least in the administration of government. Electronic-based Government System or generally known as 'e-government', exists to assist the government in improving public services and public participation, and also strengthen transparency and accountability in governance. What is the level of adoption of e-government systems carried out by various countries in the world? The Center for Digital Society (CfDS) conducted a review of the release of the UN Digital Governance 2020 'E-Government Survey 2020' report, which was delivered by CfDS research teams namely Anisa Pratita, Treviliana Putri, Heidira Widayani, and Perdana Karim. The event was also attended by members of the KemenpanRB SPBE evaluator team, Dr. Wing Wahyu Winarno as a discussant. The event was held via Google Meet and broadcast live via YouTube on Monday (7/13).
Overview of E-government Implementation in the Global Landscape
In a report entitled ‘E-Government Survey 2020’, it can be seen that the use of various digitalbased government services in many countries is currently increasing due to the COVID-19 pandemic. The rate of adoption of digital governance in lower middle-income countries has also increased to 57%, when it is viewed from the global E-Government Development Index
(EGDI). However, there are still significant gaps in the level of SPBE development from various countries. "In the Asian context, differences in the development of e-government between countries on this continent are still relatively wide, when compared to the development of egovernment between countries on the American continent," Heidira explained. South Korea, Singapore, and Japan are countries in the Asian region that are considered to have a comprehensive development of E-government implementation.
Implementation of E-government in Indonesia
According to this report that was just released on Friday (10/7), Indonesia ranked 88th in the global ranking of E-government implementation in various countries. Rising 19 levels from the same report in 2018, Indonesia is among the countries that have a high level of Egovernment implementation, especially in the ‘Online Service Index’ (OSI) and ‘Human Capital Index’ (HCI) indicators. The report also notes that Indonesia has a fairly high E-government development index score when compared to other ASEAN member countries. "This index is measured by several components, namely the scope and quality of digital government services, the status of the development of digital infrastructure, and the ability of human
resources to operate e-government services," Karim said. However, Indonesia is still far behind in the ‘Telecommunications Infrastructure Index’ (TII), where Indonesia still has a score that is equal with Ghana, Jordan and Cambodia.
The Importance of Telecommunication Infrastructure Development
Although this report notes some positive findings regarding the implementation of Egovernment in Indonesia, there are still some challenges that must be resolved. One major challenge is the lack of affordability and scope of SPBE implementation which is expected be more widely carried out in various regions of Indonesia, not only concentrated in Jakarta, or other cities on the island of Java. Digital infrastructure is also another challenge, given the unstable internet connection in all parts of the Indonesian archipelago. "The level of competence of Indonesian human resources is also an important component to continue to be processed, so that the implementation of E-government in Indonesia is more effective and efficient," said Anisa. Coupled with a COVID-19 pandemic situation that requires accelerated digital transformation, equitable development and development of telecommunications infrastructure is a very important thing to be done immediately by the government. Finally, the lack of coordination between government institutions in providing digital-based government services is also another challenge that must be resolved by the Indonesian government. "Institutional reorganization is needed to create effective and efficient egovernment vertical and horizontal workflows in the implementation of e-government. This is an important step, before carrying out the automation process in providing digital-based government services," concluded Treviliana.
